The Sixth Vigan City Council wins back-to-back-to-back awards for being the Outstanding Sanggunian (Component Cities Category) in the Regional and Provincial Local Legislative Awards and also the Champion in the 2019 search for the Siglat Sanggunian, initiated by the Provincial Government of Ilocos Sur.
The Local Legislative Award (LLA) is a joint partnership program of the Philippine Councilors’ League and the Department of the Interior and Local Government, which recognizes the exemplary performance of Sanggunians, particularly of cities and municipalities for legislating measures that help build the foundation of meaningful local administration and development. The competing Sanggunians were evaluated based on the following six (6) award criteria: (1) responsiveness of the legislative agenda; (2) availability of legislative documents; (3) effectiveness of performance of Sanggunian; (4) efficiency of performance of Sanggunian; (5) legislative citations and awards and; (6) capacity development for legislators and staff.
A very rigorous on-site and table validations of the legislative documents and other accomplishments of the Vigan City Council was conducted by the Provincial and Regional Evaluation Committee on October 24, 2018 and November 28, 2018 respectively. The members of the Sixth Vigan City Council headed by Vice Mayor Lourdes DG Baquiran and the SP Secretariat were able to present all the necessary supporting documents based on the established criteria. Legislative innovations were highlighted such as the conduct of an Annual Legislators’ Week Celebration, Ti Konseho ti Vigan radio program, the airing of the Regular sessions at TVigan, presence of legislative tracking, among others.
The Vigan City Council bested the Sanggunian Panlungsod of Candon in the Provincial Level and the Sanggunian Panlungsod of the Cities of Batac, Ilocos Norte, San Fernando La Union and San Carlos City, Pangasinan in the Regional Level. Members of the Vigan City Council received the Provincial Local Legislative Award on December 12, 2018. The Regional Legislative Award as the Outstanding Sanggunian in Region I was awarded on February 21, 2019 during the 2nd Regional Congress of the Philippine Councilors League held at Holiday Inn, Baguio City. Director James F. Fadrillan of the DILG Region I, PCL National Chairman Danilo Dayanghirang conferred the award to the members of the Vigan City Council and staff.
In addition to this, the Provincial Government of Ilocos Sur also recognized the Vigan City Council as the Champion in the 2nd Siglat Sanggunian-Kakibin ti Balligi search making it their second Siglat Sanggunian award. The award was given on February 08, 2019 at the Vigan Convention Center.
These legislative awards bestowed to the Vigan City Council are attestations of the exemplary performance of the Vigan legislators and their faithful commitment to promulgate policies for the general welfare, to boost good governance and stimulate continuous development in the community. With this, the Vigan City Council has been true to its vision of being a Pro-active, Aggressive, Competitive, Empowered and Responsible Legislative body of the World Heritage City of Vigan.
