The City Government of Vigan received Level 1 Blue Certification last December 6 at the Office of the Ombudsman, Quezon City, Metro Manila.
Vigan City Mayor Juan Carlo Medina, City Administrator Atty. Joanne Janice Quodala-Formoso and City Licensing Officer Elpidio Palapala personally acknowledged the award presented by Deputy Ombudsman for Luzon Hon. Gerard A. Mosquera.
Business Permit and Licensing Office-Vigan undertakes Assessments and validation last February 19-23 followed by exit conference last August 30.
The conducted Assessment Process is evidence-based and the compliance with a standard must established by empirical data gathered from document reviews, content analysis, key informant interviews, in-situ observations, process walk-through and simulations.
BPLO Vigan was chosen to be recipient of the said award due to its excellent performance based along the 87 standards and 9 categories: Application Form- 6, Requirements- 16, Procedure- 13, IT-Enabled System- 9, Citizen’s Charter- 6, Customer Convenience-12, Anti-Fixing Mechanism-12, Business Permit-6 and Continuous Improvement-7.
The scope of assessment and procedure were the Registration of New Business and Renewal of Business Permit.
Categories were formulated based primarily on the learnings drawn from the study conducted in 2009 by the Office of the Ombudsman’s Research and Special Studies Bureau (RSSB).
Levels of certification were based to the basic citation and additional condition. Vigan City got 74.71% of compliance or 65 over 87 complied standards therefore qualified for Level 1 Certification.
