On July 15, 2025, in view of the Ilocos Sur Siglat Festival 2025, the City Government of Vigan took part in the on-site validation process for the Seal of Siglat Gobierno Lokal Award held at the Mayor’s Office, Vigan City Hall.

Provincial evaluators, including LGOO II Mark Lastimoza, LGOO II Rolinz Angelo Cabradilla, Ms. Melvie Joy Soliva of the Provincial Disaster Risk Reduction and Management Office, and Mr. Daniel Burgonio of the Provincial Social Welfare and Development Office conducted interviews with the city’s department heads and division chiefs. The validation process was led and supported by City Administrator Atty. Rechille Ann Mariano and Siglat Gobierno Focal Person Ms. Zyna Berida Balgos-Tolentino.

The evaluation focused on various components aligned with the Provincial Government of Ilocos Sur’s Ten-Point Agenda, including local governance planning, economic development, tourism strategies, agricultural productivity, inclusive social welfare and education, public health and safety, technological innovations, environmental conservation, and resilience during adversities.

In the morning, the Vigan City Council also underwent evaluation for the Siglat Sanggunian 2025, held at the Sangguniang Panlungsod Hall. The evaluation was conducted by the Sangguniang Panlalawigan of Ilocos Sur, headed by Ms. Marianne Atendido. Present during the session were Vice Mayor Atty. Glendale Benzon, SPM Joy Benette Orio, SPM Karen Baquiran, and SPM Ramil Arce.

Participating local government units (LGUs) that achieve a “Fully Compliant” status will receive a monetary incentive of P50,000, while those deemed “Compliant” will receive P30,000. The awarding ceremony will be held on July 25, 2025, at the Center for Harvest, Activities, Value Change Development, Innovation, and Training (C.H.A.V.I.T) Coliseum.

The Heritage City of Vigan has been a consistent recipient of these awards since 2018.
