Today, July 17, 2025, the City Government of Vigan, through the City Disaster Risk Reduction and Management Council (CDRRMC), conducted a Pre-Disaster Risk Assessment (PDRA) meeting in preparation for Tropical Depression “Crising.” The meeting was held at the Sangguniang Panlungsod Hall and was presided over by CDRRMC Chairperson, City Mayor Randy Singson.

Present during the meeting were SPM Larry Raboy, ABC Vice President Enrico Shawn Patrick Singson, City Administrator Atty. Rechille Ann Mariano, CDRRM Officer Milagros Alquiza, department heads, barangay captains, members of the CDRRMC, various attached agencies, and Vigan Emergency Response Team (VERT).

Mayor Randy Singson led the discussion, emphasizing the importance of preparedness at the barangay level, the need for quick response during emergencies, and a strong reminder to remain vigilant. He encouraged the barangay captains to be proactive in mobilizing their communities and resources.

During the meeting, several barangay captains shared their past experiences during typhoons, highlighting the challenges they faced in clearing roads and ensuring community safety.

Moreover, Mr. Mark Pelayo, a VERT volunteer, presented an overview of Tropical Depression “Crising.” He shared that based on current forecasts, Ilocos Sur may experience Signal No. 2 starting tomorrow, July 18, and lasting until July 20. He explained that the weather disturbance could intensify into a severe tropical storm within 72 hours, similar to previous typhoons that brought heavy rains and strong winds in the province.

City Health Officer Dr. Loida Ranches reported that the City Health Office is on 24-hour duty, ready to respond to any medical emergencies. She also reminded everyone to be cautious of waterborne diseases such as leptospirosis. She added that vaccines and necessary medications are available at their office and urged residents to seek medical help immediately if symptoms appear.

Mr. John Lloyd Pineda of the City Social Welfare and Development Office said that food and hygiene packs have already been prepositioned and are ready for distribution if needed.

General Services Officer Kenneth Victa and City Environment and Natural Resources Officer Teddy Boy Corpuz confirmed that their teams have the needed logistics and materials on standby, including those for pruning trees and clearing roads.

Lastly, CDRRM Officer Milagros Alquiza reminded everyone to prepare for possible pre-emptive evacuations, especially in flood-prone and coastal areas. She also reiterated the importance of coordination among barangays, city offices, and partner agencies. Rescue equipment are on stand by in Vigan City Hall as the City prepares for Tropical Depression.
