On August 16, 2025, the City Government of Vigan continued its Comprehensive Development Plan (CDP) and Executive-Legislative Agenda (ELA) formulation workshop at Awesome Hotel, La Union, focusing on the Infrastructure, Planning and Development Sector, Heritage Conservation Sector, Social Services Sector, and the DRRM & Environment Sector and Legislative Sector.

In the morning session, reports were presented on the Infrastructure, Planning and Development Sector by City Engineer Cesar Asperilla, City Planning and Development Officer Ma. Roxane Villanueva, Mira Hills Manager Blenda Panogao, Playa de Oro and Collado Manager Juby Fernando, and Villa Fernandina Manager Modesta. They shared their office backgrounds, outlined specific objectives, and presented the 2025–2028 Strategic Initiatives, complete with quarterly milestones.

The Heritage Conservation Sector was represented by City Events Promotion and Protocol Officer Jo-an Margarita Gutierrez, City Cultural Affairs and Tourism Officer Edgar Dela Cruz, and Vigan Productivity Center Head Jonalyn Ponce, who highlighted programs aimed at preserving and promoting Vigan’s cultural legacy.

The Social Services Sector also laid out its plans through the presentations of City Health Officer Dr. Loida Ranches, OIC-City Social Welfare and Development Officer Reyman Tuliao, City Registrar Melody Atianzar, City Sports Development Officer Rosito Emil Europa, City Youth Development Officer Arvin Niño Senica, City Persons with Disability Affairs Officer Frances Liza Pugrad, OIC-SPED Teacher I Carolyn Agatep of the City Stimulation Therapeutic Activity Center, City Librarian Czarina Mae Ulibas, City Veterinarian Dr. Rayeth Robeniol, VSTI Chief Manpower Officer Ronilda Aninag, City Cooperative Officer Herminigildo Etrata, and City Agriculturist Lito Forneas.

In the afternoon session, the DRRM and Environment Sector presented its report led by City DRRM Officer Milagros Alquiza, together with Mr. Mark Pelayo, Public Safety and Traffic Management Head Jennifer Racsa, and City ENRO Teddy Boy Corpuz. They detailed their objectives and outlined their 2025–2028 Strategic Initiatives, which were further consolidated and reported by Sangguniang Panlungsod Secretary Jayson Avila.

An open forum followed, where concerns were addressed by a distinguished panel composed of City Mayor Randy Singson, Vice Mayor Atty. Glendale Benzon, members of the 9th City Council, Dr. Gary Ador Dionisio, Dr. Alex Brillantes, and Mr. Ryan Dizon.

Dr. Gary Ador Dionisio commended the sectors for their detailed reports and well-crafted plans. He emphasized, “Check the priority programs, the sustainability of initiatives, and the availability of funds to ensure that all proposed projects are anchored on the priority programs and the fiscal stability of the City Government of Vigan.”

In closing, Vice Mayor Atty. Glendale Benzon expressed her appreciation to all sectors for their efforts, commitment, and collaboration in formulating the city’s strategic plans. She lauded their dedication to ensuring the continued progress of Vigan and reaffirmed the city government’s commitment to responsive, inclusive, and sustainable governance.
