Vigan City Convenes Pre-Executive and Legislative Agenda 2025 for Enhance Public Service

The city government of Vigan, led by City Mayor Randy Singson and City Vice Mayor Atty. Glendale Benzon, conducted the Pre-Executive and Legislative Agenda (Pre-ELA) on July 4, 2025, at the Vigan Convention Center.

The Pre-ELA was facilitated by Dr. Gary Ador Dionisio, Dean of the Benilde School of Diplomacy and Governance. Present during the activity were City Mayor Singson, City Vice Mayor Benzon, members of the 9th City Council, City Administrator Rechille Ann Mariano, city department heads, and division chiefs.

SPM Kisses Marquisse Agdamag-Lim formally welcomed the participants and underscored the importance of collaboration between the executive and legislative branches in realizing the city’s shared vision for development.

On the other hand, City Mayor Singson delivered a message where he presented his vision and key agendas, which included raising the standards of public service delivery in Vigan through more efficient and citizen-centered services, capacitating local agencies to ensure competence and accountability at every level of governance, and promoting digitization and innovation to streamline processes, improve transparency, and adapt to the evolving needs of the Bigueños.

Afterwards, Dean Ador Dionisio began the session with an introduction to New Public Management and discussed essential frameworks such as the Global Index, the Co-City Framework and Design Principles, National and Local Indexes, and continuity planning, and he identified potential development areas for the City Government of Vigan.

In the afternoon session, a focused brainstorming discussion on public sector reform in Vigan City was held. Several department heads presented brief situational overviews, highlighting their offices’ current status, key accomplishments, challenges, and planned service improvements. Speakers included City Planning and Development Officer Ma. Roxane Villanueva, City Cultural and Tourism Officer Edgar Dela Cruz, City Events, Promotion, and Protocol Officer Jo-Anne Margarita Gutierrez, Business Permits and Licensing Officer Glenda Rimay, and OIC-City Social Welfare and Development Officer Reyman Tuliao. They shared achievements from the past three years, lessons learned, and proposed strategies and programs for 2026.

Mayor Singson, Vice Mayor Benzon, and the 9th City Council actively contributed by offering insights, identifying improvement areas, and supporting collaborative initiatives.

Dean Ador Dionisio emphasized the need for continuous improvement across all departments, highlighting the importance of building agency capacity, addressing specific office needs, and fostering active participation and engagement.

Vice Mayor Glendale Benzon expressed gratitude for Dean Ador Dionisio’s insights, commended participants for their dedication, and acknowledged Mayor Singson for attentively addressing concerns and demonstrating a strong commitment to elevating public service standards.
