In the Afternoon session, August 15, 2025, the City Government of Vigan continued the Comprehensive Development Plan (CDP) and Executive-Legislative Agenda (ELA) formulation workshop at Awesome Hotel, La Union.

City Budget Officer Atty. Pert Alagano presented the status of the Cityโ€™s Estimated vs. Actual Income for CY 2025 covering General Income, Business Income, and Other Income. He also reported on the status of funds for CY 2025 as per appropriation, obligation, percentage utilization, and remaining balance, along with the status of the Cityโ€™s share in tobacco excise tax under Republic Act 7171.

The Financial and Economic Sector report was delivered by OIC-City Treasurer Edwin Remigio, City Assessor Dante Hipolito, City Internal Auditor Franco Que, City Budget Officer Atty. Pert Alagano, OIC-City Accountant Janine Claret Abalos, City Business Permit and Licensing Officer Glenda Rimay, Public City Market Head Officer Harold Dela Cruz, City Market Terminal Annex Head Officer Cecil Ayco, Administrative Officer Catherine Portugal for the Vigan Convention Center, and Slaughterhouse Master Edmund Pajo for the Slaughterhouse, who collectively discussed their office backgrounds, specific objectives, and presented the 2025โ€“2028 Strategic Initiatives with quarterly milestones from the first to the fourth quarter.

City Mayor Randy Singson delivered an inspirational message, emphasizing the Cityโ€™s guiding principle: โ€œPublic Service Above Self.โ€ He urged all departments and sectors to be guided by this principle in identifying programs and services for implementation, ensuring they contribute to improving projects and uplifting the community. โ€œWe are chosen to serve,โ€ the Mayor Randy said, underscoring the need to prioritize programs and projects that will drive the transformation of the City.

On the Governance Sector, report was presented by the Office of the City Mayor, City Human Resource and Management Officer Ma. Raissa Villanueva, City Administrator Atty. Rechille Ann Mariano, General Services Officer Kenneth Victa, Management Information System Head Jed Pasion, City Public Relations and Information Officer Jay Leonard Roldan and City Legal Officer Atty. Gerard Franco Posadas, who shared their office backgrounds, specific objectives, and the 2025โ€“2028 Strategic Initiatives with quarterly milestones from the first to the fourth quarter. Moreover, an open forum for the Financial and Economic Sector and the Governance Sector, where concerns were addressed by a panel of experts composed of City Mayor Randy Singson, Vice Mayor Atty. Glendale Benzon, members of the 9th City Council, and Dr. Alex Brillantes and Mr. Ryan Dizon.
