On November 26, 2025, the Provincial Government of Ilocos Sur concluded the Children’s Month Celebration with the Pammadayaw awarding ceremony held at the CHAVIT Coliseum.

The event was graced by Governor Jerry Singson, SPM Fayinna Zaragoza-Delgado, SPM Karen Baquiran, CLGOO Cesarieta Pestano, and City Social Welfare and Development Officer Maribelle Artienda.

The ceremony honored partners and stakeholders who continuously champion the welfare, protection, and holistic development of children across the province. The Provincial Government of Ilocos Sur (PGIS), together with its 34 LGUs, was recognized as Functionality Assessment Passers for the Local Council for the Protection of Children (LCPC) and the Local Committees on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) for 2025.

The City Government of Vigan received multiple recognitions, including:

• Passer of the 2025 Child-Friendly Local Governance Audit (CFLGA)

• Ideal Level of Functionality – 2025 Local Council for the Protection of Children (LCPC)

• Ideal Level of Functionality – 2025 Local Committee on Anti-Trafficking and Violence Against Women and Children (LCAT-VAWC)

These awards reflect Vigan’s strong commitment to promoting a safe, nurturing, and empowering environment for every Bigueño child.
