Today, July 30, 2025, the Department of the Interior and Local Government (DILG) conducted the Newly Elected Officials Performing Leadership for Uplifting Service (NEO PLUS) Program for the City Government of Vigan at the Vigan Convention Center.

City Mayor Randy Singson and Vice Mayor Atty. Glendale Benzon, together with the members of the 9th City Council, City Administrator Atty. Rechille Ann Mariano, department heads, and division chiefs attended the program.

City Local Government Operations Officer (CLGOO) Cesarieta Pestano gave an orientation on the NEO PLUS Program, while City Health Officer Loida Ranches and City Public Relations and Information Officer Jay Leonard Roldan provided an executive briefing through presentation of the accomplishments and challenges of the City Government of Vigan for Fiscal Year 2024.

This activity follows the Cityโ€™s Executive and Legislative Agenda (ELA) session held last July 4, 2025, where City Mayor Randy Singson outlined his vision for a more efficient, transparent, and people-centered local government. His priorities of responsive service delivery, accountability, and innovation align with the core principles promoted by the NEO PLUS Program.

The DILG, through the Local Government Academy (LGA), continues to empower local leaders across the country with this three-year capacity development initiative that supports effective and transformative leadership in local governance.
