The Local Government of Manila brought its Lakbay-Aral program to the Heritage City of Vigan from August 7–19, 2025, gathering over 500 barangay officials in four batches at the Vigan Convention Center.

With the theme “Strengthening Barangay Leadership through Gender Mainstreaming: Benchmarking Gender-Responsive Disaster Management and Katarungang Pambarangay,” the activity fostered learning, exchange, and camaraderie.

Mayor Randy Singson warmly welcomed the delegates, underscoring the value of sharing knowledge between local governments to strengthen grassroots governance.

Highlighting Vigan’s best practices, Barangay Beddeng Laud, led by Captain Janna Frances Pajaro and SK President Stephen Jose, showcased their initiatives in disaster risk reduction, focusing on trainings and sustainable IEC programs that empower the community and enhance resilience.
