On June 26-27, 2025, a total of 410 applicants took the written examination for the Vigan City Scholarship Program at the Vigan Conservation Complex, followed by an interview on July 2–3, 2025.

Each applicant took the interview portion with a panelist from the University of Northern Philippines (UNP), including Mr. Arnulfo Angeles Jr., Mr. Randolfo Lopez, Mr. Marvin Keith Sosa, Mr. Froilan Unciano, Ms. Rhosechelle Riboroso, and Ms. Celestina Chan, former focal person of the Vigan City Scholarship Program.

The activity was spearheaded by City Youth Development Officer Mr. Arvin Senica, who also serves as the new focal person of the scholarship program.

The selection of scholars is based on a comprehensive evaluation of their academic performance and results from the written examination and interview.

The Vigan City Scholarship Program continues to be one of the city’s major initiatives in empowering the youth through quality education, providing financial support and encouragement to deserving students who aim to reach their full potential.
