Vigan participates in good barangay governance seminar

Upon invitation of the Pimentel Center for Local Government of the University of Makati (PCLG-UMak) and the Pimentel Institute for Leadership and Government (PILG), the Vigan City Government sent representatives to their inaugural seminar, “Good Barangay Governance for National Transformation.”
Planning Officer II Desiderius Martinez of the City Planning and Development Office and former Ilocos Sur Provincial Board Member/barangay captain Heredio O. Bello Jr., a consultant at the Office of the City Mayor, ably represented the city government in this seminar participated in by representatives of various barangays, NGOs and local governments from around the country. Former Senator Aquilino “Nene” Q. Pimentrel Jr. chairman of the PILG and a distinguished professor of the College of Governance and Public Policy of the UMak welcomed the participants and attended the sessions during the 2-day seminar workshop. Pimentel praised the participation of Vigan City and thanked Mayor Eva Marie S. Medina and former Mayor Ferdinand C. Medina for recognizing his contribution to the cityhood of Vigan. The very active participation of the Vigan delegates in all sessions was recognized when Bello together with Forbes Park Barangay Captain Jose Concepcion were selected to speak on Channel 5 about the pioneering seminar which aims to equip stakeholders in barangay governance with the necessary knowledge and understanding to strengthen the basic unit of government for national transformation.
Course contents were The Evolution of Barangay Powers (by Atty. Gwendolyn Pimentel-Gana, president of PILG), Pillars of Good Governance ( by Dean Ederson Tapia ), Leadership and Core Values ( Pastor King Flores of the Marketplace Leaders Foundation Inc. and Christ’s Commission Fellowship ), Barangay Justice ( Atty. Luigi Gana ), Crisis Management and Response ( Mr. Winston A. Marbella, Chief Executive of the Marbella International Business Consultancy ), Barangay Powers and Functions and What you need to know about the IRA ( Prof. Terry Dumogho of the Polytechnic University of the Philippines ), Identifying Local Concerns ( Dr. Jaime G. Ocampo, chair of the UMak Master in Public Administration Program), Good Practices in Barangay Governance ( Dr. Prospero E. de Vera ) and Planning and 10 Minimum Basic Needs ( Pastor Hugh Nguyen of the Marketplace Leaders Foundation, Inc. Every Nation Ministries). Senator Pimentel expounded on the nature of good public service, power and authority and corruption in public service while Vice President Jejomar Binay gave an inspirational talk on love of country. Mayor Alfredo Lim was also a special guest and talked about the bungled hostage taking.//hbj
