Vigan City, Ilocos Sur- City Mayor Juan Carlo Medina, City Administrator Atty. Joanne Janice Quodala-Formoso, City Health Officer II Dr. Loida Adelaida Ranches, CPSDRRM Officer Milagros Alquiza, CSWD Officer Ma. Celerina Agcamaran, PNP-Vigan Chief of Police Lt. Col. Fidel Junio, and City Public Relations and Information Officer II Anna Barbara Angelica Labelle Medina led the City’s Press Conference on the City’s Executive Order No. 22 Series of 2020 or the Guidelines On The Imposition Of General Community Quarantine In Vigan City last April 30, 2020 at Vigan City Hall Lobby.
In this EO, Essential Travels Obtaining basic necessities such as food, medical supplies, and supplies for the essential upkeep, maintenance, and functioning of the household; assistance to elderly or vulnerable persons for medications and dropping of goods at their doorsteps; Travel of onsite workers, those whose jobs cannot be accomplished remotely; Walking and/or jogging in open spaces within one’s own barangay between 5:00 – 7:00 AM and 5:00 – 7:00 PM, provided that social distancing measures are complied with; seeking medical assistance; Donating of blood; Leaving the house to avoid injury, illness, or escape the risk of harm; Taking pets to the veterinarian in cases of emergency treatment; Attending funerals of immediate family or household members, provided there is a restricted number of people in attendance to ensure social distancing and that none of those attending is showing COVID-19 symptoms; and International and domestic freight transport, including by air, ship, and road are allowed.
Individuals below 21 years old or 60 years old above and those with immunodeficiency, comorbidities, or other health risks, and pregnant women, as well as any person who resides with the aforementioned, are required to remain in their residences at all times, except when indispensable according to circumstances for obtaining essential goods and services for work in permitted industries and offices.
The Sport Events, Entertainment-Related Mass Gathering, Business-Related Mass Gathering, Politically-Related Mass Gathering, Gambling and Betting Activities, Libraries, Museums and other cultural activities, Reservation Services, Tour Operations, and Activities of Membership Organizations are prohibited.
City Health Officer II Dr. Loida Ranches requested the allowed establishment owners and staffs to attend the Minimum Health Standard Seminar prior to the resumption of their operation.
Mass gathering is allowed for work and religious activities but with the observance of physical distancing for at least two meters, mandatory wearing of face mask and face shield.
In entering the city, an Entry Pass or Company ID and Certificate of Employment is required for those who are working inside the city while barricades along the jurisdictions of barangays were removed.
The travel of uniformed persons and other relief and humanitarian assistance is allowed but with travel order issued by the PNP.
Entry and exit points of the city were manned by the Vigan Emergency Rescue Team (VERT), Public Safety Office, and the Philippine National Police.
The Vigan City task Force also strengthened the implementation of curfew from 8pm to 5am but with exception for frontliners or essential workers while the retail, purchase and consumption of intoxicating beverages are allowed but it should be in their own residence area.
Along transportation, Public Utility Bus (PUB); Public Utility Jeepneys (PUJs); UV Expres; Taxis; Shuttle Services; Tricycles; Private Vehicle; Motorcycles are allowed but with a limited passenger.
“It is our own obligation to protect ourselves because the City Government of Vigan is not always there to remind you. On your own, you have to realize that you have to protect and take care of yourself.” City Mayor Juan Carlo Medina said.
Mayor Medina said that the city’s returning residents are accepted but they are required to present their negative result and undergo 14 day
Quarantine at the city’s facility and stay at home for 7 days for safety of everyone. He also added that in case of contradiction between the EO of the City and the National, the City will immediately follow the National Guidelines.
