
Once again, with more feeling, the employees of the city government had fun celebrating Christmas 2012. On December 20, 2012, at the Vigan City Convention center, City Mayor Eva Marie S. Medina and Vice Mayor Lourdes Baquiran led city officials, department heads, division chiefs and their staff in a night of songs, dances, parlor games and raffle prizes.
In this year’s Christmas party, six groups competed dressing up differently as Greek warriors and goddesses, Cats, Cosplay, Smurfs, Gladiators and cowboys. Each group dressed up colorfully and came up with creative dance steps in line with their chose themes. Competing in the spirit of fun and friendship, the cowboys of Group VI who danced to the tune of YMCA run away with first prize worth P15, 000 in cash, followed by the Greek warriors and goddesses of CHO and BPLO who won P10, 000 cash prize. The Cat People of Group III came up Third place with a cash prize of P7, 000.00.

The Banaag Award was conferred by President Benigno Aquino III to Atty. Imelda L. Argel of Vigan as one of the 13 Model Overseas Filipino Workers (OFWs). The awarding ceremony was held on December 5, 2012 in Malacañang Palace in observance of the Overseas Filipino Month and Migrants Day.
The recognition is bestowed upon OFWs who have contributed to the advocacy of the cause of Filipino communities or sectors. Atty. Argel was cited for her work on the mutual recognition of skills and qualifications for Filipino migrants in Australia. Her accomplishments include her paper entitled “The Philippine Country Education Profile” submitted to the Joint Standing Committee on Migration of the Australian Federal Parliament which led to the amendment of the existing Philippine Country Education Profile in 2006. The City Government of Vigan in its quest to eradicate poverty continued its provision of capital assistance for a small scale business through its “PAGSAPULAN, RANIAG TI MASAKBAYAN”. On its 2nd round for NHTS surveyed families, the Local Verification Committee on Anti-Poverty headed by Mayor Eva, Social Services Committee Chairman, and SPM Janina Carine Medina Farinas together with the City Council headed by Vice Mayor Lulu Baquiran delivered materials for livelihood assistance to 11 indigent families of Brgy. Pantay Daya: Livelihood projects such as mini sari-sari store, fishball vending, cow raising, mini carinderia, rice vending and goat raising.

Vigan the only UNESCO World Heritage City in the Philippines won the World Heritage Centre’s highest award for Best Practice in Sustainable Conservation & Management of World Heritage Properties.
This recognition was conveyed to Secretary-General Virginia Miralao of UNESCO Philippines and Vigan City Mayor Eva Marie Medina by Director Kishore Rao of the UNESCO World Heritage Centre.
Vigan’s Heritage Conservation Program prevailed over twenty-eight submissions of best practices worldwide. A ten-member selection committee, consisting of representatives of the UNESCO regional groups, the Advisory Bodies and the World Heritage Centre, reviewed entries according to the criteria.

WE ARE HONOURED AND AT THE SAME TIME 0VERWHELMED BY THE RECOGNITION ACCORDED TO US FOR BEST PRACTICE IN WORLD HERITAGE SITE MANAGEMENT. THE JOURNEY THOUGH WAS LONG AND ARDOUS ESPECIALLY FOR A SMALL CITY LIKE VIGAN THAT HAD VERY LIMITED MATERIAL RESOURCES. THIS LIMITATION HOWEVER DID NOT HAMPER NOR DISCOURAGE US TO MOVE FORWARD.
WE FOUND HOPE FROM OUR MOST IMPORTANT WEALTH, OUR PEOPLE AND OUR HERITAGE. BEARING THIS IN MIND WE USED OUR HERITAGE CONSERVATION PROGRAM AS THE MAJOR TOOL FOR DEVELOPMENT.
