The City Government of Vigan, through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid for the hereunder project:


Location Sitio Nalasin, Cabaroan Daya, Vigan City
Approved Budget for the Contract: ₱23,865,810.73
Contract Duration 194 days


Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.


All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).


The schedule of BAC activities is as follows:

1.     Issuance of Bid Documents From November 12, 2019 until before the opening of bids (8:00 AM to 2:00 PM except Saturdays, Sundays and Holidays)
2.     Pre-Bid Conference November 19, 2019 @ 2:00 PM
3.     Opening of Technical & Financial Proposal December 2, 2019 @ 2:00 PM
4.     Bid Evaluation December 3, 2019
5.     Post Qualification December 4, 2019
6.     Approval of Resolution and Issuance of Notice of Award December 6, 2019
7.     Contract Preparation and Signing December 9, 2019
8.     Notice to Proceed December 10, 2019


The BAC will issue to prospective bidder`s Eligibility Forms at BAC OFFICE, Vigan City upon their submission of a LOI, and upon their payment of a non-refundable amount of ₱25,000.00 to the City Government of Vigan Cashier. Prospective bidders shall submit the Eligibility Requirements to the BAC at the said address. They may also obtain the results of the Eligibility Check by the BAC at the same address.


The BAC will issue Bidding Documents only to bidders declared by the BAC to the eligible for the bidding upon payment of a non-refundable amount ₱25,000.00 to the City Government of Vigan Cashier.


The City of Government of Vigan assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the Bid.
