The Vigan City Council celebrated the 3rd Legislator’s Week last September 27-30 with the theme, “Empowering the Bigueño through Dynamic and Responsive Legislation.” The series of events started with a Holy Mass celebrated at the St. Paul Cathedral followed by the flag raising ceremony attended by SPM Lourdes Baquiran, Loreto Quibilan, Henry Formoso, Audie Agdamag and PPSK Edreen Pajaro. A motorcade participated in by Vice Mayor Ryan Singson, all Sangguniang Panlungsod Members and SP employees was conducted. In the afternoon at the Sangguniang Panlungsond Session Hall, the awarding of certificates to accredited Non-Government Organizations (NGO) was held.
On the 2nd day , the Sangguniang Panlungsod launched the Bigueño Youth Guide to the City Council in the presence of student leaders from various schools in the city. Mayor Eva gave an inspiring message directed at the youth then cut the ribbon with Vice Mayor Ryan, City Councilors Loreto Quibilan, Henry Formoso, Franz Ranches Jr., Benjo Verzosa, Constante Benzon and Edreen Pajaro. SPM Ranches Jr. gave an overview of the Bigueño guide, after which an open forum between the officials and the students took place.
The highlight of the celebration was the 2–day Strategic Planning Workshop attended by the whole city council. Tapped to facilitate the workshop was La Union’s City Legal Officer Atty. Verselie E. Limos. Atty. Limos helped construct a new vision statement, identify development issues to be addressed and strategic actions to be taken in the City Council for the next three (3) years. Mr. Frederico Bitonio of DILG gave the participants a view of the present Local Governance Performance Management System (LGPMS) result on local legislation and the importance of the Executive-Legislative Agenda while Sanggunian Secretary Jayson Avila discussed the Sangguniang Panlungsod’s achievements. //Roxanne Villanueva
