Non-eligible employees will have another chance to take the Civil Service Eligibility Exams. The Paper and Pencil Test will be held on October 26, 2014. Deadline for application is on September 11, 2014. Application forms are available at the HR Office and at the CSC Ilocos Sur Field Office in Bantay, Ilocos Sur. CSC ISFO Officer-in-Charge, Ms. Cecilia Bareng also announced that COMEX or Computerized Exams is already operational and ready. Those interested to take the COMEX may apply online. Application fee is P680.00 including photo. Those who are still non-eligibles are encouraged to keep on taking the CS Eligibility Exams. A Civil Service Eligibility opens doors for civil servants for mobility and promotion.
This and other updates were taken up during the 7TH General Assembly Meeting of the Council of Human Resource Management Practitioners (CHRMP) held on July 11, 2014 at the Philippine Science High School Ilocos Region Campus, San Ildefonso, Ilocos Sur. The meeting also yielded updates on memorandum circulars and learning curves on Civil Service rules.
The updates on memorandum circulars included MC No. 7 s. 2014, MC No. 06 s. 2014-114, CSC MC No. 10 s. 2014 and CSC MC 40, s. 2014.
CSC MC No. 7 s. 2014, Encouraging government agencies to hire People with Disabilities pursuant to RA 7277, as amended; that at least 1% of all positions in all government agencies, offices or corporations shall be reserved for persons with disability. In Vigan, we don’t call them people with disabilities. We call them differently-abled and there are 4 of them in four departments of the LGU. They have proven to be effective despite being differently-abled.
There was also a reiteration of CSC MC No. 09, s. 2014, or the Anti-Red Tape Act of 2007. The MC reminded about a Citizen’s Charter in every agency, wearing of IDs, posting of Anti-Fixer Campaign materials, availability of restrooms/ comfort rooms, provision of courtesy lanes, waiting areas, and handrails for senior citizens and People with disabilities.
MC No. 06 s. 2014-114 – 114th Philippine Civil Service Anniversary. The Anniversary of the Philippine Civil Service will be celebrated this September 2014, marking its 114th year as the stronghold of good governance and national development since the enactment of Public Law No. 5, “An Act for the Establishment and Maintenance of Our Efficient and Honest Civil Service in the Philippine Island,” on September 19, 1900. The upcoming month-long anniversary celebration aims to promote, showcase, and celebrate heroism in public service. It also serves to encourage and inspire state workers in their journey as servant heroes or lingkod bayani, as reflected in the theme: Tapat na Serbisyo Alay Ko, Dahil Lingkod Bayani Ako. All government agencies are enjoined to actively take part in this anniversary celebration, which the Civil Service Commission (CSC) will spearhead. The race to serve activity for the celebration will be undertaken by CSC Ilocos Sur on September 5. The group decided that it will be a fun run for a cause; with registration of 200, the route going to Sta. Catalina from CSC Ilocos Sur Field Office, and shall proceed to the beach for the group’s environmental advocacy of coastal cleaning. The choices of beneficiaries include the upland municipalities of Galimuyod, Cervantes, and Quirino.
CSC MC No. 10 s. 2014 – Amendment to Section 90, rule 18 of the Revised Rules on administrative Cases in the civil service, regarding the correction of personal information. Where before the application for correction should be filed at the central office 6 months before retirement, it can now be filed at the regional office before retirement or on meritorious grounds one year thereafter.
CSC MC 40, s. 2014 Guidelines in the Grant of Barangay Official Eligibility to Elective &Appointive Barangay Officials who completed their term of office before August 1, 2012, the prescriptive deadline of filing is on August 1,2014. This is an act of goodwill for services rendered; a first level eligibility (subprof) for Barangay Chairmen, Councilors, Barangay Secretaries, Treasurers and the Sangguniang Kabataan. Requirements include their oaths of office, certification from DILG that they have completed their term, and certification of no pending case.
As part of the learning process of the attending CHRMP members, there were case analyses on Must Read Resolutions.
The first case was that of private corporations converted into GOCCs, the water districts being the case in point. Former Managers were maintained under permanent capacity even if they have no civil service eligibilities. According to the ruling of the Supreme Court, those who were made permanent will not be disturbed, but once they vacate the position, the new ruling will apply to the successor. In case of re categorization, if there is a change in nomenclature or salary, there will be a need for the issuance of a new appointment for the re-categorized General Manager of the water district. Office for legal affairs of the Civil Service said that the incumbent GM will retain his position by virtue of the principle of vested right. But once she retires or resigns, the new ruling will apply.
The case of temporary appointments was also tackled in the meeting. Temporary appointments usually occur if the appointee lacks one qualification, the usual case of which is the civil service eligibility. Their appointments are usually justified in the exigency of service, or that there is no other applicant for the position. It is not always possible to base appointments on the merit and fitness principle, thus the occurrence of temporary status of employees. However, is important to note that employees with temporary status should show eagerness to comply with their lack of eligibility by taking the Civil Service exams and not be “permanent temporaries.” –GEOZITA A.
