The Regional Development Council ( RDC )and the Department of Interior and Local Government adjudged Vigan City as the champion in the 2008 Search for the Best LGU City in Region I based on the Local Government Performance Management System ( LGPMS ) beating San Fernando City, La Union and Laoag City Ilocos Norte.
Vigan now serves as a model in the promotion of efficient, effective and transparent Local Governance Practices in the region.
The award was received by DILG Officer Federico Bitonio, Deputy Chief of Police Maximo Taclas, City Environment Officer Glenn Concepcion, CSWD Officer Celerina Agcamaran and Geozita Guerrero in the RDC awarding ceremonies at Rose Bowl Steakhouse and Resto, Pagdalagan Sur, Bauang, La Union last February 24, 2010.
With this merit the city government assures everyone that it will continue focusing its developmental programs on effective governance and administration, social services, culture and tourism promotion, economic development and environmental protection.
Mayor Eva ascribe this award to the cooperation and collective sense of direction between the city government and its people to continue the pursuit of greater and better things for the city.
She added that in Vigan, governance is people centered. Every program and project must stand the test of ensuring a better today and a brighter future. It also continues to pursue excellence in public service to allow the effective delivery of basic services to the people that will help them alleviate their lives.
